Depending on which Operating System you're using, and what your environment is. First (regardless of OS), install Virtual Box on your machine. Install Xubuntu (assuming this is part of your stack) on a virtual machine through Virtual Box. Some help can be found on youtube. Windows installation [this video] or Linux installation [LINK] . That should cover most bases. If you're still struggling, let me know. The process for Xubuntu should be similar to regular Ubuntu.

The question that you are actually asking is how to run PHP on windows. Because phpSANE is just a PHP script. You should use IIS or XAMP/MAMP. You can find a tutorial here: [this video] that explains how to install PHP, Apache and MySql on windows. By the way, latest PHP version is 7.2, I suggest you to use that version. Good luck.

localhost is the local server on your workstation. when it gives the "403 - forbidden" alert, you are "looking" in an empty or restricted directory. When you want to use localhost e.g. developing in PHP, you'll have to use something like XAMPP (virtual host). You will make a project-directory in the "htdocs"-folder, and if you navigate to " [LINK] [ name of project-directory ]", you will see your project. Watch this video for reference: [this video]
