TYou can't write, Because each platform has their own way and rules for background services. You have to make services for each platform. I don't want to be that guy that says "Google it" - but there are a number of tutorials directly from Xamarin that explain backgrounding. Have you looked? Getting your information directly from Xamarin is always the first place to start. docs - [LINK] video - [this video]

The "actual" push message from the app to the screen is done on the device after a notification is received via firebase service from the push server. So, in theory, it is possible. But you would not be able to do it via the official firebase push service, you would need to create a local rest API server for example, that the app can poll every x seconds to check if there is a push message. And if there is a push message you send a notification to the phone so it is displayed on the screen. For this to work when the phone screen is off and/or app is not active, you would need to set up a background service. below are resources to help you with backgrounding. [LINK] [this video]

You can try to use backgrounding Service in xamarin form. Background Services are very commonly used for tasks that are performed in the background, such as downloading files, long calculations, playing music, and periodic method call. Each platform has a different way on enabling and registering the Background Service. Because each platform has their own way and rules for background services. We have to make services for each platform.
