The Rule of Two has been mentioned in T canon. In Star Wars: The Clone Wars S05E16, Palpatine said this to Darth Maul during fight: "Remember, the first and only reality of the Sith, there can only be two and you are no longer my apprentice. You have been replaced." Jump to 3:37 of this video:

Palpatine did discover Darth Maul had survived before taking Anakin as his new apprentice. In Star Wars the Clone Wars, Darth Maul was discovered by Count Dooku/Darth Tyranus's ex aprentice Savage Opress [LINK] , who happened to be from the same clan as Darth Maul. After recuperating Darth Maul with the assistance of Mother Talzin [LINK] , Darth Maul takes Opress as his apprentice and they begin their own plot to rival the emperor. To make a long story short, Maul and Opress, with the help of Death Watch [LINK] take control of Mandalore. This is when Palpatine discovers that his old apprentice is still alive , and makes a candid visit to Mandalore where he engages the two Dathomirian Zabrak

Darth Sidious was true to the rule of two. In the Clone Wars series he told Darth Maul that for taking Savage Opress as an apprentice he had become a rival and then proceeded to kill them both. Sidious ordered Dooku to kill his apprentice Asajj ventress because she had grown too powerful for an assassin and posed a threat to his balancing act of pitting the Separatists and Republic against each other. Palpatine planned to replace his one apprentice with another. Palapatine also had Anakin kill Dooku to replace him as his apprentice in Episode III. Sidious attempted to have Luke Skywalker kill Darth Vader to replace him as his apprentice. Vader wanted Luke to help him kill the Emporer which w

What keeps any random person from claiming they're a Sith Lord? The same thing that prevents an ex-Jedi from splitting on and declaring themselves the new true Jedi, or a group of people declaring themselves the new government of the United States. Recognition from enough people to be considered such, and the power to enforce it. Sure, Maul could split off and call himself Sith. But does he have the sufficient training, experience, power, and recognition to actually pull it off? The Jedi council probably wouldn't recognize him as such since there's only ever two in their view [LINK] (so maybe former Sith or a dark force user), and neither would Sidious or his newer apprentices obviously. Today I saw Darth Sidious fighting Darth Maul and Savage Opress [this video] . It's pretty clear that Darth Sidious is hypercompetent at fighting, both with lightsabers and with the Force. Comparing that to the famous scene in which Skywalker kills Sidious [LINK] , Sidious looks like he's just sitting there and letting Skywalker pick him up and dump him in a hole. So why is he so passive once lifted by Skywalker? and furthermore, why doesn't he predict Vader's attack on him (like Snoke did with Ren in Episode V*)? *Of course, Snoke doesn't do this so well, but you'd expect Sidious, being incredibly strong in the Dark Side as well as paranoid (he didn't sleep for fear of something happening while
