What it is

A short Blender 2.8 tutorial by CGMatter showing how to use an HDRI as a world background for lighting and reflections. It walks through downloading an HDRI, opening the Shading tab, adding an Environment Texture node to the World output, and loading the file.

No, you need to open the shader editor Shift F3, then change to World and add a HDRI to your scene, check this video [this video]

I meant shading mode. "Layout" is a workspace. Shading mode is independent from workspace. If you want to preview your render, switch to 'render' shading mode. In any case, try setting up a HDRI and let us know if it helped. Here's a quick tutorial showing how to do it ( [this video] ). You can use HDRIs from hdrihaven.com, or locate the default ones used by blender in your filesystem

I did use Environment texture following this tutorial [this video] And I did open the file in PS to check that it is in fact duller than HDRI haven preview, so I corrected it in PS But even so, there this weird tint or something applied to the image when in Blender, whats going on here? I also tried inputting the same nodes you did but it didnt change anything

Anywho, have a look at CGMatters video on HDRIs, I think this is what you really need for an outdoor shot of a building. [this video]
